“Decolonising Cinema” was the central theme of the World Cinema Fund Day, which was moderated by WCF Head Vincenzo Bugno. The consequences of colonialism are reflected in the daily life of many countries, and the topic is coming through in more and more of the projects submitted to the WCF. The WCF Day shone a light on impressive and original Latin American and African projects in different conversations and panel discussions. The following questions were discussed: To what extent has colonial history shaped certain countries and their film cultures? To what extent are colonialism and post-colonialism reflected in previous films and in current film production? Are filmmakers from the funding regions aware of this dramatic historical legacy? (The World Cinema Fund is an initiative of the German Federal Cultural Foundation and the Berlin International Film Festival, in cooperation with the German Federal Foreign Office, with further support by the Goethe-Institut.) From a total of 225 submitted films, a selection representative of this year was created for the 2021 Perspektive Deutsches Kino. Three documentary and three fiction films take us on journeys to places in Denmark, Nigeria, Canada, the USA, Georgia, Hong Kong and Germany - from the Black Forest in Baden-Württemberg, to Berlin and Brandenburg, to the Baltic Sea. Looking more closely at the films, one question that quickly presents itself is: what counts as a German film today? The filmmakers live and work in a world in transit, and multiple languages are spoken in their films. This year’s selection reflects the increasing blurring of national borders, and the free movement of filmmakers and their stories across geographic borders. Though all the films were primarily produced in Germany, the stories and biographies of the directors, their teams and protagonists create transnational networks that connect the respective local with the global. The sudden coincidence of stagnation and change which we are currently experiencing has changed our idea of time and space — and thus also cinema. This affects both how the selected works will be seen as well as this year’s festival format, which is split into two and takes place on the inside and outside, as well as on the internet. The Forum Expanded film selection consists of four short film selections, one medium-length film and two feature-length films, with a total of 18 films to be shown in March. Eight installations will also be shown in June.
